I'll evaluate the blogger.com blogging tool.
Blogger is free and very easy to use. It seems that you can have an unlimited number of authors on the blog. However, it was just acquired by Google. This means that you have to have an account with gmail to become an author. My main concern with this is that I may want to invite people to author on the blog on a temporary basis and they may be put off by that.
As far as I can tell, you can restrict authors and commenters. However, I cannot tell if you can restrict if people can view the blog. You could get around this by not putting your school name or your full (or real) name on it.

5. This site is extremely simple to navigate and post on. You do not need a certain email address to become a member. Their terms and conditions are common sense...do not post obscene or offensive material. Respect copyright laws. Do not advertise on the site, etc. Seems pretty straight forward to me!

I have been using LiveJournal for about two years now. It is free, although you can pay for upgrades. It has a lot of nice features and is very intuitive. I like the way you can "tag" your entries and the tags will appear in a side bar. The more you write about a certain tag, the fatter that word will get (kind of hard to explain, but it's a quick visual way to see what you write about the most). It looks like you can create a "community" and you can open that up for anyone, or you can restrict posting to members only. You can make your entries public, for friends only, or private. You can screen comments or not. The site is really easy to use.

My school has an account with Wordpress.com, so I use that for my school blog. You can sign up on their website for a free blog, however the one I use is a paid account through my county that allows for a bit more security.
Ease of use: The basic features are pretty easy to use, although when I tried to do things like editing my layout or adding new layouts it became a bit complicated.
Cost: Free or paid accounts starting at $6.95 a month (best if you can convince your school to purchase this for multiple teachers to use.
Ability to add multiple authors: It is very easy to add multiple authors and you can give them different levels of access, however they must have a wordpress account (also free) to access it, or if you use the paid version, just any email address will suffice.
Ability to restrict commenters and viewers:
You can restrict comments to users only (who you add manually) or you can have all comments sent to your email address for approval before being posted (this is what I do). There is also a privacy option you can use so your blog will not be found with search engines.
Any other information you think is relevant:
I just found out that you can add new pages to the wordpress blogs which enable you to set up a blog that looks very much like a multi-page website. You can also add permanent links to the sidebar.

1. Ease of use – Compared to the VCU service (my only point of reference) I would say it’s about the same.
2. Cost of use – Free
3. Ability to add multiple authors – As far as I could tell this is not an available feature
4. Ability to restrict comments and viewers – You can moderate comments.
5. Any other information you think is relevant – They have a cool text editor that functions a lot like word. You can adjust fonts and add pics very easily.

4. Ability to restrict comments and viewers – You can restrict viewers and turn comments on or off. No filtering options.
5. Any other information you think is relevant – They have a cool text editor that functions a lot like word. The site looks like it is geared towards younger people, similar to myspace. The pages are cluttered with advertisements.

MyNewBlog
1. Ease of use- very simple to get going, the templates were pretty boring but simple
2. Cost of use- free
3. Ability to add multiple authors- it appears you can have multiple authors, if they are “members” of MyNewBlog
4. Ability to restrict comments and viewers- you can choose who can comment you can also log and or block ip addresses
5. Any other information you think is relevant- this site has a smidge of a myspace/ face book feel. You can have a list of friends. My understanding is that you can be friends with other authors of blogs.

Edublogs.org is a great site. It is designed for the school environment. Powered by wordpress. Students get to choose from several different designs. It's free, or the school can purchase multiple accounts. Very easy to use. My students just set up blogs on Tuesday. Very user friendly.

I think that the WordPress platform is great for blogging and specially for students there are, like gloria says Edublogs.org, a sercvice that is designed for school environment. The designs are pretty cool and the blog is easy to use and also has some cool features.
